  • Testimony provided by Rep. Kara Hope, Kaitlyn Wolf of the Uniform Law Coalition
  • This bill is about first amendment, fairness, and justice; allows a court to dismiss lawsuits where a plaintiff filed solely because they know the defendant can’t fight
  • These individuals do not have facts to backup their case, they are not seeking to right a wrong; it is based entirely on intimidating the defendant
  • Doesn’t prevent legitimate cases, intended to deter bad actors
  • Bill passed Michigan House Unanimously in October 2025; has significant bi-partisan support across multiple groups at state and national level from Domestic Violence/Abuse Coalitions, ACLU, Right to Life, etc.
  • Podcasters, journalists, newspapers have first amendment rights and protections, even if they are a business where intellectual property (writing) is their business model
  • Two cases in particular: a woman in SE Michigan was sued by a developer after voicing concerns suit could have cost her up to $50,000, Saugatuck Dune Alliance opposed the building of a marina and was sued.
