Shaw (2022) frames children of incarcerated parents as unwitting and undeserving victims of the collateral consequences produced by a parent’s incarceration — consequences that include housing instability, health issues, educational deficits, and social stigma. The framing is important: these children did nothing wrong, received no due process, and bear outcomes that compound across their development.

Housing Instability
Lost parental income, record-based housing restrictions, and family disruption force children into unstable living situations that compound educational and developmental disadvantage.

Lower academic achievement, higher suspension rates, and reduced likelihood of postsecondary education track children of incarcerated parents across years of development.
Social Stigma
The stigma of having an incarcerated parent affects peer relationships, community belonging, and children’s own self-concept — a harm with no statutory remedy and no end date.
